Report on work carried out on the National AI Strategy in Côte d'Ivoire

The 𝐌𝐢𝐧𝐢𝐬𝐭è𝐫𝐞 𝐝𝐞 𝐥𝐚 𝐓𝐫𝐚𝐧𝐬𝐢𝐭𝐢𝐨𝐧 𝐍𝐮𝐦é𝐫𝐢𝐪𝐮𝐞 𝐞𝐭 𝐝𝐞 𝐥𝐚 𝐃𝐢𝐠𝐢𝐭𝐚𝐥𝐢𝐬𝐚𝐭𝐢𝐨𝐧 led the development of the 𝐒𝐭𝐫𝐚𝐭é𝐠𝐢𝐞 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥𝐞 𝐝'𝐈𝐧𝐭𝐞𝐥𝐥𝐢𝐠𝐞𝐧𝐜𝐞 𝐀𝐫𝐭𝐢𝐟𝐢𝐜𝐢𝐞𝐥𝐥𝐞 (𝐈𝐀) 𝐞𝐭 𝐝𝐞 𝐆𝐨𝐮𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 𝐝𝐞𝐬 𝐃𝐨𝐧𝐧é𝐞𝐬 𝐞𝐧 𝐂ô𝐭𝐞 𝐝’𝐈𝐯𝐨𝐢𝐫𝐞 by involving the main players in the digital ecosystem.

Work began in April 2024 with preliminary discussions aimed at laying the foundations for the strategy and identifying the opportunities offered by artificial intelligence for the country's socio-economic development, followed by the launch on September 30, 2024, which marked the start of consultations and in-depth exchanges with stakeholders.

The first operational phase took the form of a workshop that brought together national and international experts, public and private institutions, and international organizations, including 𝐥’𝐔𝐧𝐢𝐨𝐧 𝐀𝐟𝐫𝐢𝐜𝐚𝐢𝐧𝐞, 𝐥’𝐔𝐍𝐄𝐒𝐂𝐎, 𝐥𝐞 𝐏𝐍𝐔𝐃, 𝐥𝐚 𝐁𝐚𝐧𝐪𝐮𝐞 𝐌𝐨𝐧𝐝𝐢𝐚𝐥𝐞, 𝐥𝐚 𝐒𝐅𝐈, 𝐥𝐚 𝐆𝐈𝐙, 𝐥𝐞 𝐓𝐨𝐧𝐲 𝐁𝐥𝐚𝐢𝐫 𝐈𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐞, 𝐌𝐞𝐭𝐚, 𝐒𝐦𝐚𝐫𝐭 𝐀𝐟𝐫𝐢𝐜𝐚, 𝐥’𝐎𝐍𝐔𝐃𝐈 𝐞𝐭 𝐅𝐮𝐭𝐮𝐫𝐚𝐟𝐫𝐢𝐜’.

A validation workshop held on November 22, 2024, provided an opportunity to analyze and discuss the strategic priorities identified in previous consultations and to incorporate recommendations to enrich the final document.

The official presentation of the work took place on Friday, December 13, 2024.

According to journalist Christelle HOUETO, the National Strategy is based on six strategic pillars and defines 15 specific objectives and 109 projects and reforms to be implemented over a five-year period.

It will require a total investment of 912 billion CFA francs over five years, 70% of which will be allocated to improving broadband access for public administration, SMEs, households, and citizens, as well as to the digitization of administrative services.
