Lacinan OUATTARA joins HACA as Head of Digital, Platforms, and New Services.

Lacinan OUATTARA is taking charge of a new strategic department at the High Authority for Audiovisual Communication (HACA) in Côte d'Ivoire, where he will be responsible for Platforms and New Services. 
This appointment comes at a time when media transformation, global platform regulation, artificial intelligence, and data governance are central issues in the sovereignty and balance of the Ivorian and African media landscape.
With over 20 years of experience in the media, digital, and innovation sectors, Lacinan OUATTARA is recognized as one of Côte d'Ivoire's leading specialists in the specific field of digital technology applied to the audiovisual sector.
During his nearly 15 years at Radiodiffusion Télévision Ivoirienne (RTI), he led several structural projects that contributed significantly to the transformation of public service broadcasting: implementation of a comprehensive digital strategy, development of RTI Info, the public group's first 100% digital news service, modernization of broadcasting media and digital content with the upcoming launch of an innovative platform.  


At the HACA, his new responsibilities will focus on regulating digital platforms (social media, streaming services, VOD, generative AI), implementing national monitoring systems, content reporting, and institutional cooperation with international digital players, with a view to supporting harmonious, sovereign, and responsible digital development. 


Lacinan OUATTARA is a graduate of the École Supérieure de Journalisme (ESJ) in Lille, where he obtained a Master's degree in International Media Management, as well as the Institut d'Administration des Entreprises (IAE) in Lille, with a Master's degree in Management, Economics, Administration, and Marketing. He also holds a Master's degree in Journalism and a Bachelor's degree in Information and Communication Sciences from Cercom. 


The HACA is thus affirming its desire to strengthen its regulatory capabilities in the face of change and to equip the institution with high-level skills to anticipate the challenges associated with digital media, global platforms, and new emerging audiovisual services.
